Delivering television services to regional Australia

The Commonwealth Government expects to exceed its target of fixing between 200 and 250 analog television black spots in regional Australia through its $35 million Television Black Spots Program.

Funding of more than $7.4 million has been approved for 103 television black spots to establish 324 new television services assisting 30,925 households. A further 166 communities have been invited to submit fully costed proposals to establish television services at new retransmission sites.

This outstanding outcome is yet another indication of the benefits flowing to Australian communities resulting from the second partial sale of Telstra.

The following 46 communities have recently had project funds approved and will now enjoy new and improved television services thanks to Black Spots funding.

  • New South Wales
    - Batlow $130,217.15 to establish ABC, SBS, WIN, CTC and CBN;
    - East Lismore $149,485.63 to establish ABC, SBS, NRN, Prime and NBN;
    - Goodooga $17,486.00 to establish SBS; and
    - Gunning $92,530.00 to establish ABC, SBS, CTC, Nine and CBN.

  • Northern Territory
    - Docker River $54,773.64 to establish Central 7 and SBS and replace obsolete equipment for Imparja and ABC;
    - Finke $13,294.27 to replace obsolete equipment for Imparja and ABC;
    - Laramba $14,482.36 to establish SBS;
    - Mt Liebig $11,271.91 to establish SBS;

    - Youngs Siding, Torbay, Bornholm and Elleker $125,000.00 to establish SBS, ABC, WIN and GWN.

The funding for new services includes transmission equipment, installation, site establishment costs, licence fees and technical survey costs.

In addition, under the replacement of obsolete equipment component of the Program, funding of more than $4.4 million has been approved to ensure continued good television reception for 178 black spot retransmission sites, comprising over 31,016 households. Of these retransmission sites 106 service Indigenous communities.

The replacement of obsolete equipment has enabled many communities to update their failing, or failed, equipment to ensure they can continue to access the free-to-air television services to which they have become accustomed.

The Australian Broadcasting Authority has reported that planning for a further 17 television black spots has yet to be finalised, but with the assistance of the communities involved it is expected this task will be completed shortly.

Lists are attached showing communities where funding has been approved, communities where spectrum has been found and applications have been invited, and communities where planning is yet to be finalised.
