The Public Lending Right (PLR) scheme makes payments to eligible Australian creators and publishers whose books are held in public lending libraries. The Education Lending Right (ELR) scheme makes similar payments for books held in educational libraries.
If you are a book publisher or creator—author, compiler, editor, illustrator or a translator—you may be eligible for a payment under the PLR and/or ELR scheme.
If you are a registered claimant and are having difficulty logging into Lending Rights Online, help is available from an ELR/PLR officer during AEST business hours by phoning 1800 672 842.
PLR and ELR have similar eligibility requirements and you can use the same process to register and claim with either or both programs.
Creator's and Publisher's registration forms for ELR and PLR are available from 'PLR/ELR forms' at the top right hand side of this page.
If you have already registered for PLR or ELR and wish to make a claim, you need only complete a Title Claim for Creator form or a Title Claim for Publisher form. These claims are required for new books or for new editions or versions of an already registered book.
